My Comments/Recommendataions for State Sharing of data:
1. The Central Repository should be a host site for all GIS data statewide. Done by funneling the data in and out using the ETL process. Data that changes, like parcels, roads, & mcds should be on a quarterly update cycle with the rest a yearly. Should have some incentives or grants offered for the Counties / Partners to participate...similar to the Ramona survey but now putting the inventory into action. Need that incentive for those partners who are unwilling to share.
2. Provide education to the legislature on GIS to support this program.....use WIGICC and the GIO as the go between to actually get the grant monies mentioned above. Any funds in the Stimulus for this? Get Network support.....Does SAGIC or WLIA have any influence on getting the word out?
3.Open Records and the sharing of data through the Repository has to be made clear on intention of use and on what the law states. Changes have to come at the legislative level.
- Free access, public vs. private? (Counties are still hesitant to give data for free to consultants)
4. Have common data standards and models in place so once imported into the state system the data can be read and used by every entity....Just about every agency uses their own GIS detailed fields and items.....Have common fields as a requirment to link into the system to get that cash incentive.
5. Custodianship of the data....the provider of the data should still be able to maintain ownership with the state acting as the hub - back to number 3 on intention of use. Should still have to source the partner on maps from where the data came from. Give credit where credit is due!
Below is the link to Minnesota's data clearinghouse. I envision Wisconsin's to be similiar. Other states have been successful why not Wisconsin? Eliminate the guesswork of where to go for data and duplication of effort.
